Opening mabinogi.exe through any method, be it Steam, Nexon client, or directly from the file location, causes it to crash. I think that mabinogi_usa_190.exe is an installer, but I don't know because it does the same thing. The problem started after I moved Mabinogi from my C to D drive, but the problem has persisted after moving it back and reinstalling twice each via Steam, direct download, and download through Nexon. I was able to run the game at one point and haven't changed anything since then, so I don't think it's a hardware issue. I am running Windows 8.1, however.
I have tried restarting my computer, updating Hackshield, and sanctioning the Mabinogi folder for protection from Windows Defender (MSE for Win8+). I also found someone who was able to fix their issue by forcing client.exe and mabinogi.exe to run without compatibility. I don't have a compatibility tab visible for whatever reason, but I was able to force them to run *with* compatibility active, and I was forced to restart mabinogi.exe (for it to subsequently crash), so I assume that it hasn't been running in compatibility.
Are there any possible issues that anyone knows of that I'm missing here? Why isn't it working?

I looked through my folders, and it doesn't look like there's anything I could extract. I guess I can wait for an update or patch to roll around and hope that reinstalling with the new patch fixes my problem.

puu.sh /bzdwZ /4a371a5081.jpg opens first, but only when running through Steam. Any other method will skip this step.
Next, the "do you want to allow this program to make changes to your computer" screen comes up, but only when UAC is on. When it's off, this step is skipped.
Finally, I get this: puu.sh /bzdDP /9ec5e6f540.jpg

Look for any .dmp in your mabi folder (mabinogi dumps), throw them in the bin, it should work. If that doesn't work then I have no idea how to help you.

Make a shortcut to client.exe, then right-click it, go to the properties, and in the "target" line, put a space and then this at the end of it.

Everything loaded correctly as far as I can tell. I actually made it past the first screen, at least. However, it says that I can't connect to the server. Is it currently down?
EDIT: fixed double post
EDIT 2: It looks like the servers aren't down, there's still something wrong. It looks like it's just showing the startup screen without any of the actual guts of the program, if that makes any sense.
