They add magical extra experience that is unaccounted for in counts.
For example, you get Level 2 woodworking plane... that gives you 20% magical extra experience for every count of every requirement you make.
This means, for example, if a rank is like:
1. Super easy make X Firewood requirement - 85.00
2. Super hard make GODLY OMGBBQ BOWS requirement - 15.00
If you complete the first requirement while equipped with a level 2 EXP woodworking plane, you will receive 20% magical exp (17 extra points).
85.00 points (original) + 17.00 points (magical metalwear exp) = 102.00 points, which is enough to rank.
In other words, you can skip the hard stuff!
This is mostly from what I've tested, as far as I can tell you do not get additional counts when you get enough magical extra experience that equals to an extra count... therefore if a skill rank has 100 points in total, you should be able to get 120 points with a level 2 exp metal toolkit.
